Look at the listing what was the last estimated date for delivery? You can open a case one day after that last date. Escalate the case on day 4, if not refunded beforehand.

Hi, Thanks for your advice, the delivery time does give a two month range which I just assumed because it's from Italy, but did not expect it to take that amount of time! I am now on day 37 and the item seems still not to have been sent?

When you bought the item it said on the listing how long the expected delivery date was, and this would also have been clear from the email ebay sent you at the time, so you were warned, just chose not to believe it!
Ignore whether it says it's been sent, just open a case for item not received the day after the expected delivery date.
You can even open a case for item not as described if it arrives late.
