VAT (sales tax) on buying collectible stamps

Hi ,  as a buyer of collectible stamps on Ebay, I  notice some objects/listings are added VAT (sales tax) when I go to check-out.  But other sellers , there is no VAT added.  Example1 :  a private seller in the US there is no VAT added.  Example2:  a Business seller in the UK , there is no VAT added.  Example3:  a private seller in Australia, there is VAT added.  I notice in example 1 and 2, the item for sale is listed under the category "Collectables and art> stamps > europe > sweden.  But in Example3, the item is not listed under such category.  Is it possible that the seller3 has not put the item in the right category ?  I am only a Buyer, so don't know how the sell-listings work.  Any help ?

My point about "collectibles and art" category is probably not relevant.
