I just sold two Monster In My Pocket 24 packs but Ebay hasn't sent the buyer an invoice so they can pay. The auction winner is from the US and I had the listing set to use GSP for international buyers and just started using smart delivery. Ebay won't let me send an invoice so I can't do anything about it.

If you want to combine postage it's best to cancel/refund the transactions with buyer's agreement and relist in one listing with one postage for the buyer to buy again. You do that from the dropdown menu for the items on your orders list.
The alternative would be to send them together anyway. Open the unused label to mark the item as dispatched then add the tracking number to the extra item at View Order Details > Postage > Track Package > dropdown arrow. That has to be done on a desktop browser.
If the buyer paid for the unused label the cost will be automatically refunded to them in 30 days.

They shouldn't need an invoice. Tell them to pay via their purchases page.

Their ebay said I don't ship to the US but I have it set to GSP.

GSP may be the problem. You could cancel the transaction and relist with direct postage to USA for them to buy again.

That creates a lot of issues with tariffs!
