Truing to make an offer but "seller cannot respond"

Very rewarded seller, many sales, but I cannot make an offer (there is an error) and when trying to reach them, got an error message- do we know why?

The mail from eBay suggests to me that you have not made an offer rather that you have sent a message which eBay does not like!  

 

It may be that the seller does not want offers.  Why would they not simply put a lower price?  

 

Offers can only be made from the link in the listing.  

 

If that does not exist then you would need to pay the stated amount

All fine, but I could only attach one screen shot- attached one clearly shows the option to Make Offer, hence by default the seller accepts offers. I made an offer, clicked submit and got the attached error message. Then I tried to contact them, and got similar error (which was attached in first post)

 

If the seller does not accept offers, this option should not be visible on the listing. 

 

The price is at it is, the postage is extremely high, hence wanted to regulate the total cost with an offer.
