Completed listing to sell used man's shoulder bag £25 came to postage options systems tells me Simple Delivery not available for this item - why? I can find no explanation anywhere.

Bags are not eligible for Simple Delivery.
Neither are belts. Or jewellery.
Random? Indeed it is.
I don't think there is a definitive list anywhere of items which are not eligible ... you just find out like you did.
So, if I sell a necklace, it is not eligible. A rosary (a necklace with a cross on) has to use SD.

Not getting at you in any way, but I not going to say that's helpful, because its just frustrating. If eBay can be bother to list things like stamps and coins it should be capable of listing everything else it doesn't 'like'.
But thanks for the head's up at least. If you complained about the random stupidity of this, I take it it got you nowhere?

I didn't complain because it doesn't bother me.
Most things I sell can still be sent with a Large Letter stamp on, or using RM Tracked 48 bought at the Post Office.
If items have SD, I just print a label.
It genuinely is not an issue.
I get stressed and/or cross about important things ... Ebay is just ... Ebay.

Sorry, ' I'm not getting at you ' but why do you think @jckl1957 answer is not helpful?
You asked ... ' why Simple Delivery is not showing when you list a shoulder bag' ?
@jckl1957 answered you correctly, so it's helpful in my humble opinion, because under eBay's weird and wonderful rules, bags are exempt from SD.
Now frustrating it may be for you, not denying that, as it is for many , but @ @jckl1957 replied correctly to your original question.
