What am I some slave I got sent a cheap item that wasn't what I orderd and am expected to pay for petrol to post office 3rd my time etc.I have had enough this is disgusting behaviour from someone who thinks they better than me

Apparently it's up to the seller to issue a refund according to the agent.I can choose to send the item back or loose my money

That is part and parcel of eBay's Money Back Guarantee if you receive an item not as described, and IF the seller wants the item back, they pay for that tracked return delivery.
Don't be fobbed off that the item has to go back to China, look at the original listing, if it has a UK location for the item, it goes back to the UK, at the seller's expense.
Open that case, if it's a low value item, the seller may not wish for it to be returned, and will just refund you, if they don't, you escalate the case, eBay step in and force the refund again with no returning of the item.
Open the case, follow the steps for your refund.

I bought on a guest account and it's not that straight forward.getting reply from sender asking me to send order number every time I ask for a refund???
Absolute thieves and eBay are contemptible.I'm trying to talk to my bank and have it returned as a fraud case but getting all the necessary information to them isn't coming.
