I recently purchased some software through ebay thinking it was legitimate, however upon receiving the item, it ws a file & code on a recordable DVD.
I tried to return it, but that was a failure. After that, I then noticed the seller had used the exact same worded advert/images with another (random) account selling the exact same thing!
I contacted ebay to report the issue, but I got a response from ebay to say that was OK to sell!
I can only assume that ebay no longer follow the rule of law, but are happy to allow their platform for this purpose!
Is this the new 'norm' in this screwed up modern world?

Why was your return attempt a failure? That's the buyer protection ebay relies on.

You do not message the seller isn’t it about time you read and used the 30 day money back guarantee.

As advised, you do not contact the seller to start a return - see the link below. In addition to the protection offered by the Money Back Guarantee, the seller offers a 30 day return so, as long as you are still within 30 days of receipt, you can return your item.
Lots of legitimate business sellers operate from domestic addresses.

If you follow the link supplied by @jckl1957 you can - as long as you are within 30 days - open a "not as described case. This notifies the seller and eBay. Do not discuss it or argue with the seller.
Do not close the case on any sort of promise.
Within 4 days the seller must send a label to return it at their cost. If they do not then on day 4 then escalate the case to ebay who may simply refund with no need to return.
If he sends the label then send it back [the label has tracking] and you will be refunded. If the seller does not refund within 48 hours of delivery [or attempted delivery to them] then simply escalate the case to eBay.
This is the eBay system - do-it-yourself systems do not work. @diverlaz
