I am selling an Item with buy it now price of £150
I have received bids at a higher price than this but Im happy to sell at the BIN price.
Can i ask the winning bidder to pay a lower amount

Why do you want to sell for a lower price?
Personally, I would let the auction run and sell to the highest bidder - that is how auctions work.
Your bidders will mainly not be aware of the BIN price. Once a bid is made, the BIN price disappears from your listing although you can still see it.

That's a very strange question, one I've never come across before.
The winning bidder has to pay the amount by which they won the auction.
Once paid there is nothing to stop you partially refunding them if you wished, but I find it rather bizarre that you would want to.

adding to the advice already given -
If you insist on only accepting what the BIN price was from the winning bidder you would be unfair to all the other bidders.
One must ask why you put it up for auction rather than just a BIN.

Then you should have listed it as a buy now sale, not as an auction.
In an auction, the BIN price disappears after any bid is placed and the sale continues as an auction. Most bidders won't even know that the BIN ever existed.
Your auction has less than a day to go, so just let it run and be pleased that you got a higher price than you expected.
