Seller won’t refund a defective Chromebook

I bought a Chromebook from a seller as a gift for my wife. Just 3 months later it stopped working completely, it will not power-up and it will not charge. I have contacted the seller and they refuse to even respond to my message. eBay are absolutely no help so far, the automated system is useless and I can only get a call from an agent if I live in Canada or the US (I live in the UK).  Any advice would be greatly appreciated!
