Sellers cannot change the delivery date once a purchase has been made.
Look in your purchase history for the correct estimated delivery date.

The seller should still be able to cancel the order via their seller hub. The need to find the item and click next to the listing to get a drop down box. One of those options should be cancel order

If seller will not deal with it, it is easy enough, once delivery date has passed open a not received case, and if no refund from seller after 3 days escalate to ebay.
Ebay will refund and seller gets a defect, which can damage his ability to sell.
Also once refunded leave feedback reflecting bad experience.

Maybe so, or perhaps your seller genuinely doesn't understand how to cancel.
In any case, you can't do anything until after the latest estimated delivery date. If it's not arrived by then you can open an item not received case under eBay's money back guarantee.
If it does arrive, but is overdue for delivery, you can if you want open an item not as described case to return it. Your seller cannot refuse this and will have to send you a prepaid return label if they want the item back. Otherwise eBay will enforce the refund without the item having to be returned.
