Hi, I purchased a set of 4x4 lights from Colight in December, they are working, however one of the spot lights has bad condensation inside of the lens. I have contacted Colight 4 times directly. However they are not responding and due to being past 30 days, I cannot get Ebay to help. Is there anything I can do. Its a chinese manufacturer so no chance of calling them to help.

You cannot report this to eBay as they do not offer warranties or guarantees on items, just that they are just as described on receipt. If they are not, a buyer has 30 days under eBay's 30 day MBG, Money Back Guarantee policy, to return the item for a full refund.
If you bought this from a Private seller you are too late to claim a refund. You could try your payment provider for help with a refund now.
If purchased from a registered UK business, who offered a guarantee and is now not upholding this, then turn to Citizens Advice for your next steps, if you wish to take this further.

Do all items not have a years manufacturer warranty by standard, or is that only UK law ?

There is no law that states that all items have 12 months warranty.
You purchased from a seller based in China, so they don't even come under UK consumer regs that do exist.
eBay and PayPal offer a 30 day returns window, and your payment provider (if you paid by debit or credit card) may offer up to 120 days.
