The item , arrived DAMAGED and PARTS MISSING.
I contacted the SELLER, who offered a 50% REFUND, if I wanted to keep the item, Thus SAVING me having TO PAY THE RETURN POSTAGE.
I accepted the offer, not relizing that itwas against EBAY danaqged goods rules.
Despite numerous reminders about the REFUND WHICH I AM YET TO RECIEVE.
I have copies of all my correspondance with this seller about this item

I think you may be expecting too much to expect something on ebay to work.
They are too busy upsetting buyers and sellers to worry about service.

It is not against Ebay rules for a seller to offer you a partial refund and for you to keep the item.
It really is up to buyers to be aware of the Money Back Guarantee. If you had opened a return, the seller would have been obliged to provide a label and refund you in full when they got the item back. However, you chose to accept a partial refund.
You can contact Ebay Customer Services and see if they can persuade the seller to send your refund.

I keep geting the message, CANNOT COMPLETE , PLEASE TRY AGAIN LATER.
Have tried ,again later 12 times. Same result.
