I have been scamed by the seller on ebay and there is no way I can get in customer service and the seller don't accept refunds or returns can some one help

If it is the seller you have left negative feedback for, the seller does have to accept a return if they have sent you the wrong item.
Use the link to start a return.
The seller has to provide a label.
You then return the item and get your money back.

When you open the return for NOT AS DESCRIBED, seller has 3 days to provide a pre paid return label, if no response you escalate the case to ebay.

The seller saying no returns is irrelevant when you get the wrong item.
When you open a case on ebay it asks you to upload a photo of the item, not the label. Until you do that you can't submit the claim. Once submitted, the seller should provide the label and if they don't do that, three days after opening the claim you can escalate it to ebay.

You do not contact the seller! As all are telling you simply go to the purchase in your eBay and use "does not match description". Add a photo and submit to eBay.
Seller must send a post label within 3 days. If he does not then escalate it to eBay. Ignore any messages from seller.
If seller sends the label then pack the item up wonderfully and send it off. The seller has 48 hours from receipt to refund in full. Again ignore him and if he does not refund after 48 hours escalate to eBay.
It is basically automatic. @sahil_6023
