SHIPPING STATUS

I made a purchase from an eBay seller, but the shipping status message currently says "License plate is voided, please contact Pitney Bowes"
Can anyone help me understand what happened and what I should do? Thanx a lot

Select "Report an item you didn't receive" on here:

and escalate it 3 complete working days later to get your money back.
