Only for private sellers, but you are actually a business seller trading as a privates seller and eBay and HMRC are how collecting data on incorrectly registered sellers.

Tax threshold makes no difference.
You are buying to sell, it is the law that you register as business seller.
You are denying buyers their consumer rights.

You cannot be compliant if you are masquerading as a private seller when you're actually trading as a business.
A private seller is one who is just selling off their own personal items such as clothes from their wardrobe, bits from their loft/garage etc.
A Business seller is someone who buys or makes items to sell on. They need to be registered as a business to meet the requirements of UK law. They need to declare income to HMRC once they reach £1,000 worth of sales (eBay will be providing HMRC with your details anyway so it's vital to keep correct accounts for your tax return). You can obviously offset more expenses as a business seller, but can't offset any at all as a private one.
To correctly register as a business seller simply go to your Personal Information in your account and to the right of Account Type, which will be showing as 'Individual' you'll see an Edit option.

This doesn't affect your feedback profile or any current listings, it merely upgrades your account so that you're legally compliant.
If you're also selling your own items, just open another eBay account (you can have more than one).

You still do not get it, Business Sellers have a completely different scale of fees, and they will continue as it is only private sellers who will not pay selling fees, so long as within the allowance of 300 listings per month.
Therefore you will be doing ebay out of the correct fees, so I would think they might spend more time chasing incorrectly registered sellers.
You are also competing unfairly with properly registered business sellers, who will not be happy.

You need to comply with this
If you are selling second hand parts, you'll need to display your environmental permit numbers in your listing, so buyers know you are complying with the Environmental Permitting Regulations for storing and dismantling end of life vehicles.
If you are a vehicle part seller, you must:
If you are dismantling (breaking) vehicles (ELVs) you must have a permit. If you do not have a permit – you are operating illegally. It doesn’t matter whether you are registered as a private or businessseller.
Important: It is a mandatory requirement to display your environmental permit information or the permit information of your supplier in order to list second-hand parts or used car parts to sell. Failure to comply with this requirement may lead to sanctions on your account.
