Royal Mail failed delivery 3 times

I am the seller of an item, Royal Mail have attempted delivery 3 times , but the buyer was not in when the item was delivered. After the 1st attempt I contacted ebay , I chatted with an agent who said they would escalate to a complaint for me.  Day 2 complaint was closed. I contacted ebay again 2nd delivery attempt was also unsuccessful.  I spoke with an agent & spent 15 minutes on the phone whilst they said they arranged a manual payment.  Third failed Royal Mail delivery attempt today, buyer still not in.  I have still not been paid despite the promises from ebay agent of a manual payment after 2nd failed delivery attempt.  The new ebay payment arrangement whereby payment is not released until tracking shows the order as being delivery is totally unfair to sellers.
