Of all the items of clothing I have bought from here be it new or used, I have never sent an item of used clothing back to the seller. Some used clothing I had thrown away like the elastic belted trousers; the elastic had broken when I got it and the other pair of trousers where the belt's stitching had come away; I just sewed it together. Why do some sellers of used clothing think it's okay to sell clothing that needs to be repaired by the buyer or returned? I really don't get it.

Some sellers will just try to get away with it, hoping that the buyer won't want to return their piece of clothing because it's not as described.
You have the option to return it, at the sellers expense, and get a full refund.
You also have the option to leave appropriate feedback.

Ebay provides a 30 day money back guarantee, but while buyers do not use it, then sellers will get away with shoddy items.
Opening not as described cases, with seller having to pay return tracked postage, refund in full and being out of pocket on original postage, can be an expensive lesson for sellers.
