If you do not refund, and buyer has proof if delivery, they can escalate to ebay, who will no doubt refund, and this could be very damaging for your selling account.
Even if you were able to inspect, it is difficult to avoid refunding, so best to refund and if appropriate, when possible report buyer to ebay for abuse of return process.
