I have sold an item, buyer is not happy with it.
Buyer has requested a return, I offered a partial refund that was refused.
We have now agreed a refund amount.
How can my buyer accept refund after refusing 1st offer?

Part refund can only be offered once through case.

No because you can't refuse a return and the buyer only gets one chance at a returns case.
There is no ebay supported solution now apart from return for a full refund.

Not enough information. Was this done through an eBay, i.e. as a return request or a money back guarantee case, or was it just by private negotiation?
If done privately the buyer can still open the appropriate case and you can agree to a partial refund.
If it was done through eBay, you refused it and the return request was closed, end of story. Cases can't be reopened. You would have to come to a private arrangement with the buyer. This might be worthwhile, if possible, as according to how they paid they may still claim a full refund through PayPal or their credit or debt card issuer.
