Listing fees are never refunded. Your listing fees for your really beautiful corvette, are payable sale or no sale.
Same if you listed your car in your local paper and it didn't sell, the paper would not refund you your advertising fee, and charge you again, if you relisted in their paper.

No problem with paying insertion fees once which I did for the original listing but when the buyer clicked the buy button and then asked me to cancel the sale. I had to relist the car which then charged me a 2nd listing fee. Because it was not my fault the first listing ended I should have only been charged once.

I'm afraid those are the rules, no matter how the sale ended , it was still listed for sale and if relisted, another listing fee is charged.
As I explained above, your local paper would not just charge one listing / advertising fee, for multiple times you relisted a vehicle for sale. Each time you listed your vehicle the paper would charge you that fee every time, same on eBay.

You should use a classified ad. You end it when buyer pays, so non payer, item for sale continues for 30 days.
Did you properly cancel the sale, giving non payer an unpaid strike, otherwise you will also be charged a Final Value Fee selling fee.
