Refunded by seller but tax is kept by eBay?!

So I recently purchased a graded card from a seller. They then messaged to say they sold to someone else and refunded me, however when I've gone in to check eBay have kept the tax?

 

Only question is how is this fair? I guess there's something in the terms but seems pretty unreasonable.

If the seller cancelled then the refund should have been for everything you paid.  It looks to me like they just did a large partial refund for some reason, the amount kept back is not enough to be tax.

 

If you are able to open a case for item not received after the original delivery date, do so.  If not, you will need to ask ebay CS for help.

 

Ebay does not 'keep tax'.
