Refund for item that’s not arrived

Do I have to close my not arrived claim for the seller to refund me? They are saying they can not refund while the case is open?

No,so if the item has not arrived once the estimated delivery date has passed you escalate the case to ebay for a refund.

Closed cases can not be re-opened,and it is often a ploy to duck out of refunding buyers by sellers
