Receiving payment for untracked items

Under the new payments system coming in next month, funds are not released until the item is delivered. How are items that are not tracked going to be processed? I have recently sent one item by ordinary 2nd class postage as that was all that was needed but this is not a tracked service. When would funds be released in future in such a case. Also, what about items that are collected in person and there is no tracked postage?

Untracked items,  so if you cannot prove delivery,  those payouts will be held for 14 days before release.

For collection items,  there was a recent change,  cash is no longer accepted,  payment must be made through eBay checkout.  Then,  the buyer receives a 6 digit QR code.  This has to be given to the seller on collection who scans or manually enters those numbers , this is the proof of collection so here,  the payout will be released after 2 days.
