If you can't contact the seller, then there is no way for you to return your item or get a refund through that route.
Depending on how long ago you bought the item, you may be able to get a refund through your payment provider. Generally, you would have to start a claim within 120 days.
Ebay have to let you know if you have bought an item which has been recalled but they don't have to help you with a return or refund after 30 days.
It may be that you will just have to safely dispose of the item and write off the payment. Better to lose out financially than be harmed.
