You have come back to selling after having a break and sudden selling on a dormant account can show signs that the account has been hacked. So eBay can place a hold on initial payouts until tracking shows delivery on those items, this proves to eBay that the genuine owner has returned.
One more thing as a returning seller have you fully and correctly registered with eBay's Managed Payments? If not, this too will hold up payouts, until your do. See here:
You need to provide eBay with details of a bank account and have this account verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
