Did you open ebay case within 30 days?
If so seller can refund through it, escalate case to ebay to sort.
If outside of 30 days, seller can refund via bank transfer.

If you opened a case through Ebay, then the seller should refund you through Ebay without needing details of your bank account.
Sometimes (rarely) the seller can't refund through Ebay, for example, if the seller has accepted a return a long time after the sale.
However, usually, the refund is made through Ebay.

More information would have helped.
Mpst purchases on eBay are paid for through checkout, and eBay not the selle will issue any refund.
When buyers follow eBay's correct procedure to open a return request or money back guarantee case, any refund will be processed by eBay and paid to the buyer. It's unnecessary for the seller to request any bank details. In fact, it's risky for the seller to do so as they could end up refunding the buyer twice - once through eBay, and also by the bank transfer. Plus business sellers who still pay selling fees can only get their fees returned by refunding through eBay.
Refunds by bank transfer are only likely to arise if the 30 day time limit to claim a refund through eBay has expired, or the transaction was ineligible for buyer protection. With no information about the transaction it's impossible to give more specific advice. Do not allow sellers to used delaying tactics until it's too late to open or escalate a request through eBay.
