The new version 10 for android devices is not working for a lot of devices, as some are to old to take the latest updates,so if you want to continue to use ebay, look to delete the ebay app,and use the website and a browser instead.
All devices need the latest updates for security reasons at least,to keep people safe,but again,older devices are not enabled to do so.
