My country rejected the item and send it back to the seller.

Hello, I need help with a refund request. I purchased an item from eBay, but when it arrived in my country, the customs taxes and rules were way too much, so I could not accept the package. Customs returned the item back to the seller— I opened a return request at 21 august but nobody replied or the seller did not say anything but they said they're okay with the full refund and told me to contact ebay for that. However I don't have anyone helping me with the situation. I've sent a few emails yet no answers. I'm a student and I need that refund but I also heard that if the case is open for 20 days and nothing happens they close it and cant be reopened. Can someone help me or tell me what I should do?

Usually refusal to pay import duty means you won't be covered by eBay buyer protection.
