My buyer has sent me an email saying he would like to cancel an order for a handbag......I have packaged the bag and printed the postage label, however I am happy to cancel........from what I understand he needs to go in to his purchases history and 'click on more actions' then 'cancel this order' first.......am I correct in thinking if I cancel first I get a black mark?

Just send this link.
Then you will just need to accept the cancellation.
I assume they have paid. If they don't respond/use the link, you can still cancel as one of the reasons for cancelling a paid for sale is 'buyer asked to cancel'. This will trigger a refund, but no 'black mark' for you.

You can also get a refund for the postage label.
