My buyer bought 2 items, i put them in the same box and now one item is marked undelivered because i only used one label. my buyer has told eBay he has both items but eBay will not release the funds.

If you send two separate orders in one parcel,  there's only one tracking number to show delivery, there is no way to mark the other item dispatched or delivered.

The payout for the other item is held now for a minimum of 14 days before release.

From 6th of August funds are released within 24 hours, unless there is reason for a hold, such as new seller. Proof of delivery should no longer be needed.

Thanks , the customer has had the items for 10 days but i have dug deeper and the first post was correct its still 14 days.
