There was a new announcement from eBay a few weeks ago re selling bladed items on their site, see here if this affects you now :

Please note that the sale of many types of knives and bladed items is already prohibited on eBay. However, legal bladed products for sale in the UK can be sold to customers who are 18 and over. Others are seeing this too, I believe it is that new message, so perhaps eBay require the details to be re entered.
When you do, is it still preventing you from completing the purchase?

I can't see why eBay would need your PIN number.
Are you sure it's not the CCV 3 digit number they're asking for?
