Thought I had item delivered but no vacuum like stated in the advertisement only a couple of air tips I didn't spend over £400 for a couple of air tips and a bag so where is my vacuum like stated in the ad as if I'm not getting the vacuum I expect full refund and the seller can pay for the return for his false ad discription that's a very naughty scam

Open ebay case for item not as described, seller provides returns label, you post back for full refund.
Ignore seller excuses, escalate case to ebay on day 4 if no label or refund.

"Air tips"? Hair clips? Not sure what you received, but if you have received a worththless trinket (just for the seller to be able to prove delivery) you need to use eBay's money back guarantee. Would I guess correctly that this seller is in China? It's a well known scam, usually by sellers in China.
The answer is simple. You must open an "item not as described" case under eBay's money back guarantee. And you must be ready to return the hair clips (?) if asked to do so. If the seller is in the UK, or the item was located in the UK, the seller will be required to send a prepaid return label.
If asked to return it to China, please ask again as the answer is complicated.
The most important thing is do NOT open an item not received case. If you do, the seller will send eBay the tracking number, and as "something" was delivered eBay will close the case in the seller's favour. And you will not be able to reopen it. I think this is what perpetrators of this scam hope that buyers will do.
