Looking to make an offer

when placing offer eBay wants credit card details to pay but buyer wants Cash

if I enter card details what happens

A buyer has to enter payment details when an offer is made,if the offer is accepted eBay will then take payment.

Sellers will no longer be able to ask for Cash on collection from tomorrow,1st October

Your seller has set the listing up as immediate payment required for accepted offers, that's why you are having to put in credit card details.

Are you the buyer or seller?  

It sounds like the seller didn't know what they were doing when they set the listing up.  If they messed it up then you can't sort the mess out and have to do what the listing says, if you want to buy.
