Yes. Open a "not received" case and you will get a full refund including postage. The seller should put in a claim for themselves.
After the estimated delivery date on the listing has passed select "Report an item you didn't receive" on here:

Yes ,that's what I thought,the item was £45 pounds £12 postage.I received a refund of £45 and when I got it ,it said something like £33 pounds for the item and £7 postage !! which is incorrect ,it does say on my eBay,partial refund
