I've won a item twice now, first time he made excuses item broke,but he put it straight back up for sale,2nd time blamed my delivery address.i reported it first time to eBay they did nothing ,and the item is back up for sale again he just wants more money and he admitted it first time when I had a rant at him is there anything I can do

Even if ebay had taken any action they would not tell you.
Nothing you can do but why would you even try to buy again when it has happened twice.
You can not force a seller to sell and neither can ebay.
Buy of someone else.

The obvious thing you can do, instead of waiting for Bay to "do something," is to take your business to a more deserving seller.
eBay does penalise sellers who make seller-initiated cancellations, so your seller will probably have received an account defect for claiming the item was broken. If the second excuse of delivery problems with your address was untrue, this can be reported to eBay. The seller was probably trying to avoid receiving a second defect - it doesn't take many defects to be restricted from selling. To report this see:

“When it is the other way round”. SELLERS CANNOT LEAVE NEGATIVE FEEDBACK, but they can give an unpaid strike.
Instead as already suggested WHY HAVEN’T you left two negatives, JUST SAY “seller did not honour the sale” and mark down star ratings . That will do seller more harm than just moaning.
Any sensible seller would never have let you bid again, so does not say much about the seller’s knowledge of how ebay works.
