How do I contact someone at EBay? I can’t get a refund and I can’t leave a negative review on a purchase

As long as it's still within 30 days of the estimated delivery date and the tracking does not show delivery to your address  select "Report an item you didn't receive" on here:

The option to escalate will appear 3 complete working days later.
