You should be able to manually edit and add the new tracking number , where the item is marked as dispatched, but use a laptop / PC with Chrome, not the app or mobile browser.
If not possible, contact eBay Customer Services, they'll do this for you, and your payout should then be released, 2 days after that delivery date, that is, if there are not other holds as for a new or returning seller.
