Invoice value incorrect

Hello 

I am trying to buy a motorbike bike screen from Italy. I am based in UK and need this to be delivered to UK. 

I sent an offer to seller and he accepted. 

Screen cost 127 euros 

Shipping 40 euros 

Total 167 euros. 

The invoice came through as being 200 euros. When questioned, I was told to speak to ebay as it was ebay charging. 

Please advise.

Import VAT?

Looks like ---  if either the Buyer or Seller is using/or has initially had an account that was  registered outside the UK site ,  then an additional 20% Import VAT and any other duty is charged on UK entry.
