How tracking proves you received the item

I should have received a parcel but didn’t. 
it was tracked and the seller said it was handed to me it certainly wasn’t so how does tracking prove you have received it they just closed the case

What does the tracking show?

Is there a photo or GPS?

Have you checked around your property and asked neighbours etc.?

If tracking shows delivery to the address you used at checkout, Ebay accept it and close the case.

I opened a case and the seller said it was handed to me and it wasn’t so how can that proof anything he could have left it at another address there’s no photos or proof of anything it’s my word against there’s tracking to me means nothing
