Hi,
So this buyer(check ss) has sent me an offer but I declined the first time after checking its a new account.
He sent me a better offer 2nd time but I am in doubt whether to sell it to him or not.
Is there any way I can safely sell the item and the buyer can’t falsely chargeback the money without returning the item?

To be honest you are a new seller, well a returning one so viewed as ' new' in eBay's eyes, and selling such high value items and so many you are a target for scam buyer.
Nothing you can do to protect yourself from a chargeback or indeed eBay's 30 day MBG Money Back Guarantee if a buyer deems their item to be faulty on receipt, you will have to make a full refund, whether they are a 0 feedback / new buyer or an established one.
Are you aware of the new Buyer Protection Fees? This is being rolled out slowly to all categories but you are only selling phones, a lot for a Private seller and this falls under the umbrella of BP Fees.
Tracking has to show delivery of your items, then payouts are released 2 days after that delivery date, if not the payout is held for 14 days.

To be honest, there is absolutely no way of telling who is a genuine buyer who has just joined eBay and who is intending to part you from your item and your money. The one time I was scammed it was by a buyer with over 600 feedback for both buying and selling, no clues there at all.
The items you're listing are scammer magnets, and I will say that you should also be trading on the correct eBay account (little things like this are picked up on by buyers looking for a freebie, it indicates that the seller may be unfamiliar with the platform).
A private seller is one who is just selling off their own personal items such as clothes from their wardrobe, bits from their loft/garage etc. They would not have multiples of the same iPhone or iPad.
A Business seller is someone who buys or makes items to sell on. They need to be registered as a business to meet the requirements of UK law. They need to declare income to HMRC once they reach £1,000 worth of sales (eBay will be providing HMRC with your details anyway no matter what account you're trading on so it's vital to keep correct accounts for your tax return). You can obviously offset more expenses as a business seller, but can't offset any at all as a private one.
To correctly register as a business seller simply go to your Personal Information in your account and to the right of Account Type, which will be showing as 'Individual' you'll see an Edit option.

This doesn't affect your feedback profile or any current listings, it merely upgrades your account so that you're compliant with current consumer and eBay policy.

Whatever a buyers feedback, no sale can ever be 100% safe.
We all started with 0 feedback, really makes very little difference, an account with lots of fb may have been hacked, and bearing in mind that buyers all have 100% fb no buyer can be assumed to be safe.
If you sell on ebay that is the risks you must take.
You are perhaps more at risk than a genuine private seller.
