Nothing you can do, the seller's payments will be held until tracking shows delivery.
If you have asked for a later delivery, this is unfair on the seller , and should have been asked before paying, they cannot do this now, without incurring a late delivery mark on their account, and that late payout.
The best way forward is to explain to your seller to cancel the order citing Buyer requests to cancel. This will fully refund you, and their seller performance is not affected.
Then, they can relist the item again for you when you can buy, pay and receive the item.

If the latest estimated delivery date is on or sooon after 9th August, just wait until the date has passed and then open a case under eBay's money back guarantee. There's a link to this in every listing.
It doesn't matter what date you "asked" the seller to deliver, the date that counts is the date in the listing.
It makes no difference that the seller has been blocked (restricted). eBay will if necessary meet toe cost of your refund themselves.
Please don't ask sellers to delay deliveries. Ay best, you could cause your seller to be penalised by eBay for late delivery. At worst, you could invalidate your own buyer protection.
