Are you putting items on to sell? Sorry, I answered as if you were buying. You should be able to use auctions. Try clearing cookies or using a different browser.
On your listing form scroll down to Pricing >> Format and where you see it's selected to Buy it Now, go far right click on the down arrow and Auction will appear for you to select.
