The best way to deal with this, is to refund the buyer by Cancelling the Order citing Problem with Buyer's Address.
Then, relist the item for the buyer to buy again.
That way you will receive a new label, and new tracking number.
Message the buyer this is what you are going to do, and make it very clear in the eBay message that you Are Relisting the item on eBay for the buyer to buy again. Make it very clear this is not an Off eBay deal.
