If you didn't receive your phone, you do not contact eBay, you open a case for item not received, so proceed this way now.
Go right of the item purchased, and from More Actions select.... I Have Not Received My Item.
If you are not fully refunded within 3 days, you must escalate the case on day 4 or within 30 days from opening the case, and eBay will step in and force the refund.
Do not close the case early for any excuse or promise the seller may give, and do not forget to escalate.

When you say you reported it to Ebay, did you open an 'item not received' case.
If you did and you haven't been refunded by the seller, you have to go back to the case and ask Ebay to step in.
Unless the seller has tracking proving delivery to you, you should be refunded.

Once you've opened a request, the seller should respond to you within 3 business days. You can check on the request at any time to see the seller's replies and to find out what you need to do next.

When you open a case for item not received, it gives the seller 3 full (Business) days to refund you, or to enter a valid tracking number showing delivery, which would close the case in the seller's favour.
If neither happens, you escalate the case, ask eBay to step in, and they force the refund.
You may be looking a little too early to escalate, it's Exactly 3 days, 3 x 24 hours, and timed to the second from opening the case.

Then, you are looking too early, when did you open the case, we've just had a weekend, so that won't count in the 3 days count.
