Are you a new buyer, or recently returned to buying? Then, there may be an initial limit to the number and value of items you can purchase.
Or, do you have any unpaid item strikes? This too will prevent you from buying from many sellers.
Are you payment cards in date? It used to be that there had to be 6 months validity on cards, not sure if this is still the case but worth checking your cards.
If the answer is still not clear contact eBay Customer Services, they have full access to your account and can maybe see where the issue lies.
