What does "paid the chap" mean? Do please be more exact when asking questions.

You don't pay the seller on eBay, you pay eBay through checkout. If this is how you paid, you can use eBay's money back guarantee if you don't receive your bike.

If you somehow managed to contact the seller and paid him privately, you will have no protection from eBay.
