Where are you seeing messages in  recycle bin? 

I think deleting a message does just that, otherwise I think they automatically delete after a set time.

Read through this, it says once deleted messages cannot be recovered

Members cannot empty recycle bin as it's saved on eBay servers and is automatically emptied by eBay approx every 6 months.
