can anyone tell me why i cant list an apron with a robertsons golliwog print on it when there's alot of other golliwog items for sale on ebay

They are not allowed and have not been allowed on the site for years.

Rightly so - the image and the name are offensive.

Listings you can see should not be there and will be removed if they are reported.

Why are there other Golliwog items for sale on eBay,I have checked there

Those sellers are breaking the rules.

If their listings are spotted and reported, they will be removed.
