Have you returned to selling after a little break? Then, longer holds on some initial payouts may apply.
On dormant accounts eBay wish to be sure that the genuine seller has returned and the account hasn't been hijacked so showing a few sales are reaching their buyers promptly, will soon release that long hold then the new payment process takes place that is, as you said, tracking showing delivery will release the payout 2 days after that delivery date.
