Getting an order cancelled as

Trying to cancel an order made in error. I cancelled immediately but was refused because item was dispatched, in one minute! Contacted seller direct by phone, agreed to it but not in writing. Now contacts me by message for delivery details! Supposed to be coming today. Totally dishonest, rang again, refused cancellation. Then messages me with 10% discount if I accept order! eBay will not talk to me!

A seller does not have to accept a cancellation request,  and eBay cannot force them to do so.

Do they accept returns?  On receipt you could return it for a refund for the reason .... change of mind.  You will need to pay for that fully tracked return postage.
